John Mulligan

Interim Director, Study Abroad Sevices


In June 2025, John J. Mulligan was appointed Interim Director of the Study Abroad Program.

He joined the UF International Center in 2023 as the Health, Safety, and Global Risk Manager for the Study Abroad Program and related initiatives. Prior to UF, John served at the National Security Agency as Director of Engagement & Policy, where he led policy integration, compliance, strategic communications, and global partner engagement. 

Working alongside UFIC’s Study Abroad senior leadership team, John is committed to preserving—and accelerating—the momentum of UFIC’s successes in education abroad programs. John’s extensive experience in international administration positions serves him well to support and enhance our study abroad offerings.

John holds a B.A. in English from the University of Notre Dame and an MBA from the University of Florida. During his federal government service, John also played a key role in managing a multi-agency counterterrorism center of excellence and steering U.S. national security missions with multiple national stakeholders. Leveraging the decades of experience within the Study Abroad unit, John will continue collaborating with all UF partners to implement best practices in program design, health, and safety protocols, as well as international risk management for students, faculty, and staff.
