The University of Florida International Center (UFIC) is pleased to announce the appointment of John J. Mulligan as Interim Director of the Study Abroad Program, effective immediately.

In lieu of reopening the search for a permanent director this spring, UFIC leadership has named Mulligan to serve in a long-term interim capacity, providing strategic continuity and advancing departmental goals. With extensive experience in international administration, Mulligan is exceptionally well positioned to support and enhance UF’s education abroad initiatives.

Mulligan joined UFIC in 2023 as Health, Safety, and Global Risk Manager for the Study Abroad Program and related initiatives. He previously served as Director of Engagement & Policy at the National Security Agency (NSA), where he led global partner engagement, strategic communications, policy integration, and compliance. His background also includes leading a multi-agency counterterrorism center and guiding high-level national security operations.

Mulligan holds a B.A. in English from the University of Notre Dame and an MBA from the University of Florida. His appointment reflects UF’s continued commitment to providing students with safe, enriching, and globally focused academic experiences.

During his interim tenure, Mulligan will work closely with SAS staff and the newly formed Study Abroad Faculty Advisory Board to:

  • Expand program offerings in collaboration with faculty

  • Strengthen support for faculty-led international initiatives

  • Enhance risk management and student services abroad

Mulligan has expressed a strong commitment to faculty engagement, aiming to build personal connections and gather feedback on program development and evaluation. In the coming weeks, he will begin reaching out to faculty individually to foster collaboration and ensure a smooth transition.
